منذ عام 2003، لم يستقر قانون الانتخابات في العراق على حال، إذ يتم تعديله أو تغييره في كل دورة تقريبًا، في محاولة دائمة لإرضاء التوازنات السياسية أو الاستجابة لضغوط الشارع. لكن على الرغم من تلك التعديلات المتكررة، ظلت مشكلة الثقة في العملية الانتخابية قائمة، بل وتفاقمت، مع تصاعد اتهامات التلاعب، وتوظيف الدولة لصالح مرشحين نافذين، وفقدان القوائم الصغيرة لحظوظها في التمثيل الحقيقي.انتخابات تشرين 2021 كانت واحدة من أكثر المحطات توترًا، وقد جرت على أساس قانون “الدوائر المتعددة والترشيح الفردي”، وهو القانون الذي وُصف حينها بأنه “نتيجة مباشرة لثورة تشرين”، لكنه في الواقع أثار اعتراضات متزايدة لاحقًا، بسبب ما وصف بـ”تفصيل الدوائر على قياس القوى الكبرى”.
